Phyllis Baltz, President
Ms. Baltz has over 30 years of healthcare administration experience working in both community and academic hospital settings. Over the course of her career, Ms. Baltz led the integration of two hospital facilities, strategic and facilities planning, labor relations, process improvement and day-to-day operations in complex, and ever-changing hospital environments. Her wealth of knowledge, experience and leadership has driven meaningful change and results.
Ms. Baltz is affiliated with the American College of Healthcare Executives and California Association of Healthcare Leaders, and championed healthcare legislation on the state level on behalf of Dignity Health. She is very active in the community serving as a Board member on the Elk Grove Chamber of Commerce, WEAVE, American Heart Association, EGUSD FIRST Foundation, and serving as a Commissioner for the Sacramento County Health Authority. Ms. Baltz was recognized as a Sacramento Business Journal Women Who Mean Business honoree, June 2022.

Buffy Holt, Treasurer
Buffy is the Vice President Branch Manager in Elk Grove for Farmers & Merchants Bank of Central California. She is a life time resident of Elk Grove where she and her husband have worked, raised their three children, and supported the Elk Grove High School Football and Track and Field Sports. She is also a 20+ year veteran in the banking industry with a strong connection to the Galt and Elk Grove Communities. Prior to joining the FIRST Foundation Board, she spent 4 years as a board member for the BEST Academy based out of Galt High focusing on college and career readiness for the students. She graduated with Bachelor’s degree in Social Work working with at-risk youth as a case manager for the Communities In Schools Student Buddy Program. She enjoys football, watching her four nephews play baseball, and giving back to her community.

Chet Madison, Member
Chet Madison, Sr. served on the Elk Grove Unified School District Board of Education from January 2000 to December 2020, and held the office of Board President in 2005, 2012, 2013 and 2018. He has been actively involved with the Elk Grove Unified School District for over 40 years during which time his four children attended schools in the district and are graduates of Valley High School. He has currently been a Board Member of the Elk Grove Regional Scholarship Foundation for 14 years. Chet served on the California State Department of Education’s Public School Accountability Act (PSAA) Advisory Committee, the CTE Leadership Committee, and the EGUSD Finance Audit Committee.
Mr. Madison was employed with Consolidated Freightways Inc., for more than 34 years and retired as their Northern California Group Operations Manager. He attended San Francisco State University majoring in Business administration and served in the U.S. Army Aviation Div., returning as a Vietnam veteran.

Cynthia Cuellar, Member
Cynthia Cuellar has over a decade of experience working in business oversight of community organizations. Initially starting as a Business Manager of a low-income school, she recognized the community needs were much greater and created Your Home Assistant to provide home care community supports that help everyone through their different life stages. In her career she has created systems and operations to efficiently run service-based organizations. The most recent recognition Your Home Assistant has achieved was winning Business of The Year for the City of Elk Grove. She continues to break walls to create an equitable workspace for individuals and equitable practices for those seeking help.
Ms. Cuellar is an active community member of Elk Grove. She currently sits on the Board of Laguna Sunrise Rotary Club as the Community Service Chair and is an active Chamber of Commerce member. During her free time, she volunteers at the Elk Grove Food Bank, EGUSD, and CSD.

Holly Brown, Member
Holly Brown retired from SchoolsFirst Federal Credit Union after 40 years of service. Her final role as School and Community Relations Specialist focused on building a supportive relationship between the credit union and school employees by partnering at the state, county and district level. She also served the community and school districts as the California Credit Union League's Credit Union Partner in Education resident.
Her formal education began as a child in Hawaii, continued to the Monterey Peninsula and then to the University of Phoenix, where she majored in Human Services. She is the proud mother of three who are also Elk Grove USD alumni and college graduates. She has two amazing grandchildren. Her favorite pastime is spending time with her family, primarily attending her grandchildren's activities.

Josh Freeman, Member
Josh Freeman is an Assistant Fire Chief with the Cosumnes Fire Department. He is a veteran of the United States Air Force and has over 30 years of experience in fire and emergency services. Chief Freeman has held multiple positions within the fire department and has most recently served as the Chief Executive Director of the Sacramento Regional Fire/EMS Communications Center. The proud father of an Elk Grove High School student, Josh enjoys time spent with his son and engaging in the community.

Josh Green, Member
Mr. Green has over 25 years of local government experience and is a leadership coach who emphasizes collaboration, intentionality, and integrity to achieve results. His diverse career responsibilities include community programming, youth violence prevention, asset and facility management, labor relations, legislative affairs, corporate charitable giving, executive coaching, and public safety agency executive leadership.
Mr. Green is certified as a Parks & Recreation Professional, Special District Manager, and Accredited Interscholastic Coach. He was recognized as a Sacramento Business Journal 40 under 40, 2021, and received the City of Elk Grove Stars of Service Award, 2024. He is a Rotarian, and serves on the Elk Grove Chamber of Commerce Board, Sacramento Metro Chamber, Elk Grove Unified School District Measure M Oversight Committee, Scouting America Golden Empire Council Executive Board, and an Elk Grove Historical Society member.

Julie DePrada Schott, Member
Julie DePrada-Schott has over 20 years of experience in community development, marketing, event planning, and public relations. As a School and Community Relations Specialist at SchoolsFirst Federal Credit Union, she strengthens partnerships with educational entities in Northern California. She previously served as CEO of the Carmichael Chamber of Commerce and contributed to the success of the Sunrise MarketPlace Business Improvement District. Julie's entrepreneurial venture, Your Girl Friday Marketing Solution, showcased her ability to deliver tailored marketing strategies. She has an amazing husband named Daniel and three outstanding boys: Kristian, Antonio, and Bubba.

Lisa Avila, Member
Lisa Avila retired from a 30-year career with Republic Services where she spent 25 years in sales and marketing leadership roles and the last 5 years in municipal/government relations. Her strengths are leading with authenticity, relationship building and strategic development.
Lisa served on the Elk Grove Chamber of Commerce board, she is a Rotarian and volunteers with several community based organizations. Lisa was instrumental in obtaining grants from Republic Services’ National Neighborhood Promise Program for the Elk Grove Food Bank and the EGUSD Scholarship Program.
Lisa, her husband and children all attended the Elk Grove Unified School District system and are longtime residents of Elk Grove. She is so grateful to be part of a community that truly gets involved for the betterment of its residents and businesses.
Lisa enjoys traveling and her hobbies include hosting an online jewelry business and consulting company that keep her busy during retirement.

Vince Sales, Fund Development Chair
Vince A. Sales serves as chief executive officer at Everyday Impact Consulting (EIC). He has 30 years of experience in creating long-term sustainability for higher education institutions, non-profit organizations, and philanthropic foundations. Prior to EIC, he served as vice president for university advancement at Sacramento State and chief executive officer of the University Foundation. In 2024, Vince was named by The Sacramento Bee as one of Sacramento region's Top 20 AAPI Change Makers.
Vince serves on the board of directors of Sacramento nonprofits and is a senior fellow with the American Leadership Forum, Mountain Valley Chapter. He earned his BA in Mass Communications from the University of California, Berkeley with a minor in Ethnic Studies (with high distinction) and an MPA with an emphasis in nonprofit administration from San Francisco State University.
